High Risk Insurance Pools


  • Alabama Health Insurance Plan (AHIP)
    AHIP is designed for people who have exhausted coverage through a former employer and have no other group healthcare coverage available. Administered by the State of Alabama, AHIP is offered through Blue Cross and Blue Shield of Alabama and United HealthCare. 
  • Alaska Comprehensive Health Insurance Association (ACHIA)
    A nonprofit organization created by state statute to provide health insurance to Alaska residents who are denied health insurance in the private market because of medical condition. It is also the coverage for persons who are eligible under the Federal Portability Act or under the Health Coverage Tax Credit federal program.
  • Arkansas Comprehensive Health Insurance Pool
    A state program that was intended to provide an alternative market for health insurance for certain uninsurable Arkansas residents and to provide the acceptable alternative mechanism as described in the Health insurance Portability and Accountability Act of 1996 for providing portable and accessible individual health insurance for federally eligible individuals.
  • California - Major Risk Medical Insurance Program (MRMIP)
    Provides health insurance for Californians who are unable to obtain coverage in the individual health insurance market.
  • Colorado - CoverColorado
    A non-profit entity created by the Colorado Legislature to provide medical insurance for eligible Colorado residents who, because of a pre-existing medical condition, are unable to get coverage from private insurers.
  • Connecticut - Health Reinsurance Association (HRA)
    Makes available to eligible individuals in Connecticut a comprehensive health care plan designed to help meet medical costs of non-occupational injuries and diseases.
    HRA is a non-profit association comprised of all private insurance companies and HMOs that provide health insurance in Connecticut.
  • Idaho - Pre-Existing Condition Insurance Plan
    The purpose of this act is to make health insurance coverage available to Idaho “eligible individuals” not covered by employment-based insurance. Idaho residents may be eligible for coverage regardless of their health status or claims experience.  Included four different high risk insurance pools.
  • Illinois Comprehensive Health Insurance Plan
    Has five different plans.
  • Iowa Comprehensive Health Association
    Provides health insurance to Iowa residents who have been denied coverage.
  • Kansas Health Insurance Association
    The Kansas Health Insurance Association provides health insurance to Kansas residents who have been denied coverage.
  • Kentucky
    A state authorized health plan that offers medical coverage to Kentuckians who find it difficult to obtain health insurance in the individual insurance market.
  • Louisiana Health Plan - High Risk Health Pool
    To be eligible for coverage, a person must be a Louisiana resident for six consecutive months and not be covered by, or eligible for, other health insurance coverage.
  • Maryland Health Insurance Plan
    MHIP is a state administered health insurance program for Maryland residents who do not have access to health insurance.
  • Minnesota Comprehensive Health Association
    MCHA was established in 1976 by the Minnesota Legislature to offer policies of individual health insurance to Minnesota residents who have been turned down for health insurance by the private market, due to pre-existing health conditions.
  • Mississippi Comprehensive Health Insurance Risk Pool Association
    A health insurance program and allowing the availability of health and accident insurance care to those citizens of the State of Mississippi who, because of health conditions, cannot secure such coverage.
  • Missouri Health Insurance Pool
    The MHIP program is designed for residents who, because of high-risk status are unable to obtain health care coverage, have been involuntarily terminated from their health care coverage or are being charged more than 300 percent of standard premiums for health care coverage.
  • Montana Comprehensive Health Association (MCHA)
    Offers policies of individual health insurance to eligible Montana residents who are considered uninsurable due to medical conditions. The MCHA also is the coverage available to persons who are leaving group coverage.
  • Nebraska - Comprehensive Health Insurance Pool
    A nonprofit program created by the Nebraska Legislature for the purpose of providing health care coverage at an affordable price or without health restrictions.
  • New Hampshire Health Plan (NHHP)
    A state high risk pool established to provide health insurance to NH residents who are declined coverage through the private market, have a pre-qualifying condition or are otherwise eligible. The NHHP is intended generally to be the insurer of last resort for New Hampshire residents.
  • New Mexico Medical Insurance Pool (NMMIP)
    Established to provide access to health insurance coverage to all residents of New Mexicans who are denied adequate health insurance and are considered uninsurable.
  • North Dakota - Comprehensive Health Association of North Dakota (CHAND)
    Created to provide comprehensive health insurance to residents of the state who were denied health insurance or given restricted coverage because they had health problems and were considered a high risk.
  • Oklahoma High Risk Pool
    Created to serve those who are considered medically uninsurable or high risk. In layman’s terms, it means they have been denied health insurance due to a serious health condition. In certain cases, it also applies to those who have been quoted very high premiums – again, due to a serious health condition.
  • Oregon Medical Insurance Pool
    Established by the Legislature to provide health insurance to Oregonians who have been denied individual health coverage because of their medical conditions. In short, it is a safety net or last resort for people who cannot get individual health insurance coverage.
  • South Dakota Risk Pool
    For South Dakota residents who have at least 12 months of continuous creditable coverage, have used up COBRA or state continuation coverage, and are not covered under a group health plan, Medicare, Medicaid, or any other form of health insurance.
  • Tennessee - Cover Tennessee
    It extends coverage to uninsured and uninsurable persons who were not eligible for Medicaid.
  • Texas Health Insurance Risk Pool
    Created to provide access to quality health care at minimum cost to the public, to relieve the insurable population of the disruptive cost of sharing coverage, and to maximize reliance on strategies of managed care proven by the private sector; and to maintain the availability of traditional health insurance to consumers who are currently eligible for these policies.
  • Utah Comprehensive Health Insurance Pool
    The purpose of the Comprehensive Health Insurance Pool Act is to provide low cost access to health insurance coverage to residents of Utah who are denied adequate health insurance and are considered uninsurable.
  • Washington State Health Insurance Pool
    Provides health insurance to Washington residents who have been denied coverage.
  • West Virginia - AccessWV
    Offering individual health insurance coverage to West Virginians who have pre-existing, severe or chronic medical conditions.
  • Wisconsin Health Insurance Risk Sharing Plan
    Offers health insurance to Wisconsin residents who either are unable to find adequate health insurance coverage in the private market due to their medical conditions or who have lost their employer-sponsored group health insurance.
  • Wyoming Health Insurance Pool (WHIP)
    Created to provide health insurance coverage to residents of Wyoming who are denied adequate health insurance. This plan is specially designed to meet the needs of those individuals who are unable to purchase health insurance for themselves because of existing health problems.  (scroll down)
